First tier spells are the most basic of spells and require very little skill to cast. They should do a simple singular thing and do it well. They are called first tier because they have no other spells as prerequisites, although there may be a circle requirement. First tier targeted spells generally need around 1 rank across relevant magic skills to cast successfully.
