| The Moon Mage guild considers itself much more important than any government, and it would not permit the Observatory to be placed under city justice. Some guildhalls are in justice systems by happenstance, but the guild would never request that justice be extended to include a guildhall.
This does, however, seem related to removal mechanics. I have opened discussion with the Necro folks regarding how it might be incorporated. | |
