As of now all forms of Crowd Control (henceforth referred to as CC for those not as up on the lingo) that run through core magic utilities (and only those) will suffer diminishing returns. This should include barbarian roars and whatnot, but other systems that are not updated to run through these mechanics will not be affected. This is entirely separate from stuns caused by smacking someone with a hammer or some such - that's it's own thing.

First off diminishing returns only apply when a player is CC'ed. Doesn't matter if it's a creature or a player CCing you, only that a player is the target.

Let me repeat that to be clear:

DIMINISHING RETURNS DO NOT APPLY IN PVE

So how do they work?

If you attempt to CC someone who is already under that form of CC nothing happens. This was already live.

What's new is this: The first time you CC someone everything happens as normal.

The second time within 60 seconds + the natural duration of the first CC the duration of the second CC will be cut in half.

The third (and subsequent) times within 60 seconds + the natural duration of the second CC will be reduced to 1 second.

Once this window of psuedo-immunity elapses the target can be CC'ed for the full duration once again.
