The new niche for spells of this nature is when the bonus the target gets to evasion is less than their skill with a shield that they actually get to use. It was fully intended that non-shield using opponents become harder to hit with these spells. And yes, creatures with shields will also be harder to hit than they were before for the same reasons. However, if it is easier to hit a shielded creature with a DFA spell than with another spell then it has a valid niche. If this particular situation isn't true then please let us know so we can adjust the numbers as needed.

Knowing the size of the penalty IS a valid test and measure.

I'm not so sure that comparing a melee weapon to a snap cast of a bow or in this case TM spell is necessarily the best test as the snap cast is hindering your accuracy above and beyond any changes we made. If you still cannot hit with full targeting, then we'll talk.

Understandable. However, please understand our view point as well. It shouldn't be the situation where one particular spell is the go to spell for all situations. Burn should still have its uses. However, we want to encourage you to find other attack spells available to you in other situations as the need and situation dictates. DO or TKT might serve you better than Burn against a foe that cannot shield block.
