The problem is a lopsided 2:1 ratio of stat gain when you lose balance. 1 stone of weight gives -balance, +power, +stats, and so overall heavier weapons tend to be a bit better assuming you can hit the enemy. The counter to this was supposed to be higher RTs and higher fatigue usage, but that never quite worked right. Instead you get a reduced chance to hit and reduced chance to parry - but those may not really be much of a factor depending on your character build.
