Per GM Armifer on the Su Helmas: Revealed! Luck devices:

There are five astrolabes available:
Dull: Lucky (+1), rebounds.
Bright: Very Lucky (+2), rebounds.
Shining: Divine (+3), rebounds.
Twisted: Lucky (+1), no rebound.
Ornate: Lucky (+1), no rebound, affects everyone in the room.

Rebounds means that after a duration of good luck, you get an equal duration of bad luck afterward.

Lucky astrolabes last 20 minutes
Very Lucky, 10 minutes.
Divine, 5 minutes.

These are chargeless devices.
Lucky and Very Luck astrolabes should have a ~30 minute cooldown.
Divine astrolabes should have a ~50 minute* cooldown.
