The effective TM from a blended PM/TM only affects personal mana caps, and thus indirectly potency, duration, and integrity. I went to go do an extensive test using HE+TOTRS on the test server to see if I could duplicate your odd cases and maybe see if anything was different about them if I could... only to find that the global preview on test was shut off, so I'm unable to do so. Cooldowns

Gathering data on length of cooldowns so a formula can be figured out.

Speculation: Cooldown = 375 seconds - Skill/3, If feat known then minus another 60 seconds. Lower cap unknown.

Harm Horde + Time of the Red Spiral cooldowns

According to the speculated formula above, using a blended PM/TM of 535 and with the Targeted Mastery feat I should expect to see a 136-151 interval between occurrences assuming a variability of up to the 15 second prepare time. In the table below I parsed one of my Safari logs for occurrences of "A hellish red spiral". Most of the results are consistent with the cooldown guess, however, two occurrences happened much quicker than expected with only 34 seconds and 98 seconds between occurrences.
