After getting the prompt from Tomma, head to SIlverwater Mines in Zoluren. Move down the shaft to a ledge. Climb up the ladder to a niche. Say something ('ECHO, Echo, echo! is of course a classic) and wait for the return echo. Repeat until you you get the message that you've learned the tick.
