Clean shaven to max beard is 6 shifts for Dwarves, and 21 shifts for all other races.
Freeze removes the facial hair line from your description. Facial hair will not grow unless the procedure is reversed in a subsequent shift. You must be clean shaven.

Gor'Togs and S'Kra Mur do not have hair, and thus cannot change their hair color or add a streak.
If you are bald, you must first have your hair shifted longer, so please add that additional cost.
