This is not how items are made for the game. Regardless if the GM in question is involved with crafting systems or not, we have requirements we must follow.

Those requirements have changed over time for certain items, and weapons/armor certainly fall within that. Some older shops that aren't yet updated may have items made using the older requirements. Some newer shops may have items that are purposefully designed as lower-end. Most weapons/armor currently designed for festivals are nowhere near regular 24/7 shop tier (which is around T2), and this is even more the case for those at pay festivals (which are generally T4 with a much larger smattering of T5 than seen at non-pay festivals). Auction weapons/armor are T5+ in stats depending on what else they have going on.

Certain types of weapons/armor that aren't yet part of the crafting system aren't exactly so easily tiered, but a similar process is applied there as well.
