This is correct. Cursed creatures and corporeal undead creatures are absolutely different things thematically, philosophically, and theologically. Mechanically, however, they wash out about the same.

Case in point: cloud eels. These minions of Drogor are absolutely not undead, but they were created by a dark aspect Immortal and happen to be especially harmed by a lot of the same things that especially harm undead. They would likely be considered 'cursed' (or at least 'a curse') as far as the average Elanthian would be concerned.
