Oh, we didn't mention that yet, did we? The highest penalty of Divine Outrage is the potential for the Necromancer to simply be smote where he stands. No fanfare, no rational reason; an irate god exerts the attention to reach in and rip the Necromancer's soul out of its moorings. Liches tend to be immune to this for the obvious reason.

On the matters of damnation and redemption, the Necromancers get close encounters with the gods. What Necromancers experience is not a sort of nebulous, deeply personal sort of damanation: your character will know exactly where the line is, and who gets to decide he crossed it.
