Hubs are built with minimal impact on the lands in mind. So for those out in the plains or deserts, that is most certainly tents of some sort. Please bear in mind however that a Hub doesn't need to accomidate the full population of a Pride. It doesn't even have to accomidate all of the people that typically live in the Hub. Elders and other hunters that stick close to a Hub to help support it will still spend a good deal of time out in the wilds, stopping in to the Hub when needed or to deliver the results of a good hunt.

In the mountainous regions, then a cave would indeed make for an ideal location. Particularly as there is little you can do to cause a negative impact on it so moving is less required.

Forest Prydaens are more likely to live in the trees and establish Hubs there. If the foliage is dense enough, there is little need for further shelter efforts from the elements though you can still string up hides to form walls and such.

Whatever route they go, as I said their primary focus was always to not harm Eu's lands through their efforts. This also explains why the typical population of a Hub was kept down. You didn't want to overhunt any one area.
