No, he hasn't.

Utility is not 'the magic to bypass the need to learn other skills'. I think you're working from a bad starting point here.

Utility is for things like creating wind that restores fatigue, teleporting back to your moonbeam when you're stunned, making your DO less visible, seeing through a moonbeam, and a variety of other things.

Augmentation is for making specific things bigger or better. Mainly skill and stat boosts.
