While aberrations can exist, it's assumed that a bog standard example of the human race has the capacity to tap into any of the supernatural powers the guilds use, if they have the opportunity to learn. Magicians aren't rare and special people -- they simply invested their time and energy into learning something that the Thief hasn't, and visa versa with Khri. Someone can have an aberrant affinity or ineptitude for a supernatural act in the same way that some people have good heads for math, or can't carry a tune if their lives depended on it.

While some examples of "cross-class" development would not be wholly impossible ICly, they will not happen for game-play reasons and because the guilds like to keep their cards close to their chests. Just because a Trader has the physiological capacity to attune doesn't change the fact that that ship has already set sail in his life.
