The main feature of RuE is the bonus to balance and suitability, not the bonus to damage type. So yes, it's not very easy to compare the spells. I think RuE is a better spell all around considering it can never be turned completely useless by a specific creature's resistance. But if you're facing something with no fire resistance you might get a bit more out of Ignite depending on the weapon.
