Offensive, non-damaging spells will, basically speaking, not get you in trouble for a PvP warning as long as the target is not in a situation where it's clear the spell has a good chance to cause them to die. Examples would be halting somebody who's massively bleeding all over or hunting.

Offensive, non-damaging spells could potentially get you a Harrassment warning if you're running around trying to keep the guy stunned/immobilized/whatever 24/7 or doing it every time they enter the room. But Harrassment's a tough warning to get.
