I think somewhere in this we're missing a more fundamental question.

If you don't want to backtrain another weapon for the functionality of using another weapon, why should we be so cruel as to dangle a carrot in front of you to compel you to do it anyway?

While it's not a problem specifically with 'training crazy things for TDPs,' TDP generation is currently out of control. There are other ways to address the issue, and many of them were contemplated, but alternatives tend to involve making TDPs functionally worthless.
