Offense is inherantly weaker than defense... so that result doesn't seem surprising. Old combat was like this, and had to be maintained in 3.0 so at-circle hunting didn't get players destroyed. Defense is also easier to penalize, and harder to recover when its gone (say from balance, or from being immobilized). Just ask Pendus.

Other factors to consider are stats and the size and strength of his shield versus the balance of your sword. Any of those could have made a few % of difference, and accounted for the lack of hitting. You might also consider using CHOP or DRAW since they have a better to-hit chance than SLICE, at the expense of defense, fatigue and/or balance.
