This roar operates a little differently than most. It doesn't have a duration, instead it applies its effect immediately. The messaging that comes after the roar (growls and shakes off his|her impaired balance) does not indicate that the effect ended, indeed, the effect ended right after the roar. The messaging only indicates that target may be affected by Anger the Earth again.
