What does "Perfect Transmutation Levels" mean in the notes. And how does one control what is being restored by the spell?

If you cast the spell with lower mana than the stated level, you'll end up taking ~5% more spirit health. To control what you're restoring, it's part of the cast command. E.G. "cast attunment 50" will drain 50% of your spirit and add 50% to your attunement. If you don't hit the perfect level, you'll take 55% spirit and add 50% attunement.
