The compare command contests appraisal against the attributes of two similar items such as armors or weapons and returns relative but inexact data up to the same level of confidence as an individual appraisal. This does not appear to train a significant amount of appraisal.
Example:
> compare cutlass with club
You are confident that the cutlass is somewhat stronger than the throwing club.
You are confident that the cutlass is somewhat more balanced than the throwing club.
You are confident that the cutlass is about as suited to gaining extra attack power from your strength as the throwing club.
You are confident that the cutlass does somewhat more puncture damage than the throwing club.
You are confident that the cutlass does more slice damage than the throwing club.
You think it is likely that the cutlass does a little less impact damage than the throwing club.
You estimate that the cutlass weighs somewhat less than the throwing club.

You can compare weapons (and thrown weapons), ranged weapons, ammunition, armor, and shields with others of the same type.
