The Thief Council is made up of the Guild Leaders in the five provinces. Ivitha is the head of the council and has the deciding vote in the event of a tie.
Several controversial and known decisions have been made by the council in recent memory.
- The decision of the Thief Guild as a whole to stay out of the invading Outcast army's way was pushed by Kalag despite Saishla's view.
- The removal of the Zoluren guild leader Kalag The Black due to the lack of leadership. This was pushed by Saishla in retaliation of the Outcast incident.
