Things must have changed in regards to summoning skill lowering RT times. At 142 Summoning I'm down to 16 seconds.

Went through my logs, this looks to be about how it broke down for me:
   0-20 Ranks: 20 second RT
  21-40 Ranks: 19 second RT
  41-60 Ranks: 18 second RT
 61-120 Ranks: 17 second RT
121-XXX Ranks: 16 second RT
204 15 second RT
@300 Ranks: 14 Second RT
If anybody has more data points maybe we could get a full chart together if there's any interest? I'm guessing at 180/181 I'll drop down to 15 seconds for summon admit.

Just a data point for Opposing elements:
 At 305 Summoning I could NOT align Fire and oppose electricity.

Was able to align opposing element (Earth opposing Fire) at 501 Summoning.
