Xibar is both the closest and the smallest of the three moons. Unlike the other two, it lacks any sort of atmosphere, which leads some historians to speculate it was burnt off in the same cataclysm that charred Katamba. Xibar is covered by myriad shades of blue, but the silvery-blue glow of its vast and pristine ice fields dominate the moon.
Moon Mages ascribe to Xibar dominance over Psychic Projection magic as well as influence over Moonlight Manipulation and Transduction magic.

When Xibar comes close enough to Elanthia every couple decades, rarely will clear Xibar topazes rain from the sky.
