The Council is made up of the Guild Leaders in the five provinces. Ivitha is the head of the council and has the deciding vote in the event of a tie.

Several controversial and known decisions have been made by the council in recent memory.

The decision of the Thief Guild as a whole to stay out of the invading Outcast army's way was pushed by Kalag despite Saishla's view.

The removal of the Zoluren guild leader Kalag The Black due to the lack of leadership. This was pushed by Saishla in retaliation of the Outcast incident.
