If it's not showing in your total personal {{PRel|hindrance}}, then it does not hinder you. For that part of the message, {{PRel|Appraise command|appraisal}} actually calls core {{PRel|Hiding skill|stealth}} as if you were {{PRel|Hide command|hiding}} and uses the penalty information.

I can check if parry sticks should be hindering your stealth though. ;)
