This is the definitive reason. The current {{PRel|Ships|boat}} system just cannot expand to meet the demand without causing problems. You might see a handful more come out at varying points for varying reasons, but nothing like the dozens or even hundreds that open sale would produce, at least not until the entire system is overhauled.
