|p=I don't recall {{PRel|skillset|terts}} ever being set, or talked about being set, at a {{PRel|Experience drain|primary rate}}. It would be a bit odd having your tertiary skills gain faster than your secondary skills in that case. Prior to my changes they were being calculated at secondary rates for any rank below 100. After my changes they are treated as secondary rates for any rank below 25.
