That's a caveat for "If suddenly we find the average [[Attunement skill|Attunement]] is hundreds of ranks ahead of where we expected it to be, we'll correct the system so that there is still meaningful potential for growth and disparity among PCs."

Basically the same thing that was said about [[Vocals skill|Vocals]] and which, honestly, is something that applies to every skill in the game at every moment. As much as the game might suck when it gets harder, the game sucks worse when there's no more game left.
