I won't address a point by point (too many points) except one that comes immediately to mind: yes, a {{PRel|Necromancer}} that permadied before becoming {{PRel|Forsaken}} would walk the [[Starry Road (plane)]] like a normal person. Assuming no mitigating factors (don't die by being sacrificed on top of a demonic alter).
