It's in the stat contest system. I think I know a decent way to fix it, but I'm not in a position at the moment to do so. Bug me again in a few days if it hasn't improved?

Nope. Very few {{PRel|Magic|spell}}s do now, since I tend to squish those when I find them.

Main difference between {{PRel|SDWB}} and {{PRel|Dazzle}} is that one's area effect and the other isn't, which has an affect on [[BMR]] and stat-contest calculations. Shadow Web's effect is also inherently shorter lasting, if you're trying to measure the difference between successful casts.
