The effect from a balance debuff can actually be extremely significant. But yes, it is very easy to recover from -- which is why I am including mechanics in combat that allow us to set balance as being more or less difficult to recover. Under the {{PRel|Combat 3.0|new combat system}}, it will be possible not only to hex balance, but to make it temporarily far harder (or even impossible) to recover for a short time.
