Opposite. The value of {{PRel|mana}} isn't static, it's relative to the spell's cap. Lower caps are better.

{{PRel|Energy Bolt}}'s 130 cap doesn't mean you can pump a lot of extra punch into it, it means that Energy Bolt is a grossly mana-inefficient spell and that, once you're ready to go beyond minimum prep, even another 1st tier {{PRel|Targeted Magic skill|TM}} spell will be an improvement.
