Heh, armor isn't being totally rewritten with 3.0. Just rebalanced a bit to work better and give a reason for training armor skill past 100 ranks.

Armor always has provided protection even with 0 armor ranks. It is just more pronounced now.

Basically if you have armor skill = enemy attacking skill, you get full use out of your armor. Anything less, and you get less out of it.
