Basically, but it's nothing new. A room can have, for our purposes, three states.

1: Indoors<br />
2: Indoors with exposure to the outside.<br />
3: Outdoors<br />

Most {{PRel|Moon Mage}} spells that care about it at all work at #2 or better. {{PRel|Invocation of Energy|IoE}} specifically requires #3.
