Preamble

In the spirit of fair play, fortune, and the thrill of the wager, we, the founding members of the Wagering Administration Commission (WAC), hereby establish this charter to govern and guide our noble organization. Though our origins may be humble and our methods unconventional, we are dedicated to maintaining legitimacy as we pursue the art of gambling. With this document, we set forth our mission, structure, and operational guidelines, ensuring that the WAC thrives as both a respected authority and a haven for those who seek to turn the odds in their favor.

Article I: Mission Statement

The Wagering Administration Commission (WAC) is dedicated to overseeing, regulating, and promoting all forms of wagering within the realm, ensuring that every bet is fair, every gamble is thrilling, and every participant has a fair shot at fortune. Our commitment to the art and practice of wagering is unwavering, and we strive to maintain the highest standards of integrity and excitement in all our endeavors.

Article II: Governance Structure

Section 1: Positions

The WAC shall be governed by the following positions, each with distinct responsibilities:

Commissioner of Wagers The Commissioner of Wagers serves as the leader of the WAC, responsible for setting the agenda, presiding over meetings, and representing the WAC in all official matters. The Chancellor ensures that all operations align with the commission's goals and values
Master of Games The Master of Games oversees all sanctioned wagering activities, ensuring that games of chance are conducted fairly and by established rules. The Master of Games also mediates disputes and enforces decision
Coinkeeper The Coinkeeper, AKA The Treasurer of the Purse is responsible for managing the WAC’s funds, collecting winnings, and making payments. This role involves maintaining accurate financial records and ensuring the financial stability of the commission
Council of Coins A standing council of 10 members who contribute to decision-making and uphold the WAC’s principles.
Bookies and Dealers A cadre of individuals that are the organization's backbone. These are the faces that the realm will come to know and trust. Under the loose supervision of the Master of Games and at the direction of the Commissioner, Coinkeeper, and Council of Coins these members are trained in how to take bets and wagers at events and run individual games

Section 2: Election and Tenure

These positions are selected by the founding members and maintained through voting by the Counsil of Coins. Each role is held for a one-year term with the possibility of re-election. In the event of a vacancy, a special election will be held to fill the position.

Article III: Scope of Authority

The Wagering Administration Commission (WAC) holds the authority to oversee all wagering activities within Elanthia, including but not limited to:

  • Public and Private Bets: The WAC shall regulate and record all wagers made within the realm, ensuring fairness and proper documentation under the guidance of the Commissioner of Wagers.
  • Sanctioned Tournaments: The WAC has the exclusive right to organize and oversee gambling tournaments, with rules and regulations set forth by the Master of Games.
  • Dispute Resolution: The WAC shall mediate disputes arising from wagers, with the Master of Games’ ruling considered final and binding.
  • Licensing: The WAC may issue licenses to individuals or groups wishing to host wagering events, ensuring that all hosts adhere to the standards set by the commission, under the supervision of the Commissioner of Wagers and the Coinkeeper.

Article IV: Operational Procedures

Section 1: Meetings

The WAC shall convene once an elanthian year (once a quarter RL) at a time and place determined by the Commissioner of Wagers. Emergency meetings may be called with at least 24 hours notice. All members are encouraged to attend and participate.

Section 2: Decision-Making

Decisions within the WAC shall be made by a majority vote of the Council of Coins. In the event of a tie, the Commissioner of Wagers shall cast the deciding vote.

Section 3: Amendments

Amendments to this charter may be proposed by any member of the WAC and must be approved by a two-thirds majority of the general membership.

Article V: Membership

Membership in the WAC is limited, with new members needing to be vetted and voted in. Members in good standing may participate in all WAC events, vote in elections, and hold office.

The WAC must maintain a standing membership worthy of its Official Sanction within the realm, ensuring continued recognition and operational authority.

Article VI: Compliance and Enforcement

The WAC shall enforce its rules and regulations with fairness and transparency. Members found in violation of the charter may face penalties, including fines, suspension, or expulsion from the WAC. The Council of Coins shall be responsible for investigating and adjudicating any alleged violations.

Article VII: Reporting and Accountability

The WAC shall maintain detailed records of all wagering activities, financial transactions, and meetings. The Coinkeeper shall present a financial report at each quarterly meeting, and the Commissioner shall provide an annual report on the state of the commission. These reports shall be made available to all members upon request.
