Theren and Ratha

In my experience, though I was only in Theren for a week or two a while back, there was never anyone at the Quadrangle. While I never saw anyone at El'Bains at all, one empath did say via gweth, when I called for one, to "meet at the table", so apparently that is still a notable place in the province.

In Ratha, Sand Sprites are popular enough that, though not common, it's possible to encounter someone at the Gap to the Seerah.
