This NPC is found outside the Baron's Manor, by the post, in the Hara'jaal Enclave.
Description
A shabbily dressed guard appears to be an average human wearing the same dreary uniform as the rest of the Baron's guards in the Enclave except for two major differences. He is wearing a black leather mask that covers his entire face and is holding a leather whip.
