| When nijares were introduced (Bard Fest celebrating 20th anniversary of the reopening of the Guild) by Tattooed Man Ivinn Jernasty (dealing in these for some reason on behalf of someoen else, instead of tattooing... never got a clear answer on that part), the nijare was a ritual knife that dated back to the time of the Elemental Cabals, pre-WM Guild days. They were used in ceremonies and for display, so their crafting never cared about combat suitability. Also possible that the enchantments needed for the elemental attunement weren't compatible with stronger materials.
