You are only borderline if using ~2/3rds quality tools and ingredients. And, there is a technique that gives a bonus to all tool usage and another that gives a bonus to all ingredient usage. I'll double check it when I get home, but it essentially bumps up storebought stuff to the cap. Just one more way to further specialize in that field.
