I am positive there is no way for a template to change difficulty as a result of a server crash. I do recall at some point around July that I increased the quality of the tools for sale so it would be easier to make better items. Is it possible that is affecting your results? I'd analyze them and see if you notice any differences. Tool damage also factors in so be careful not to let them get too beat up - though they'd need to be 20% damaged or more before you saw any effect.
