The difference between what players can see via measurement and what GMs can see/the game reads for item volumes are not bugs or anything unintended with the volumes of containers or the items trying to be put into them. Player measurements are not 100% perfect even at 'certain', but that isn't a bug, it's just the way spans work.

Your best bet when trying to find a container to hold a particular item is to 1) look for containers with span dimensions much bigger than the item in question (I'd say at least two more in each dimension than the item has) and 2) test the container out by trying to put the item into it whenever possible.

There are other things that impact whether an item will fit into a container, such as the rigidity/squishiness of the item, that could allow some items to fit into different sized containers than might seem right by just player-measurable dimension numbers, too.

Basically, dimensions on items are almost never bugs unless what you are seeing is wildly different than what one could reasonably expect for an item of that type (ie: a backpack that only holds two lockpicks, a longsword that fits into the pocket in a shoe).

If a player is measuring an item and it's 'exactly the same' or 'really close' to the player-measured span dimensions on the interior of the intended container but doesn't fit, that is not a bug, but rather just the inherent inaccuracy of the 'span' as a measurement. Think of spans like measuring everything only in feet with no smaller measurement to go by and no decimal or fraction system to use when something does quite reach to the next full foot. Now the limitation of that as a system of measurement doesn't change the fact that objects won't always be perfectly measurable to a foot, it just means that the measurement of the item is rough, even at its best.
