No. Assuming devourers survive into the new enchantment system (And I'd like them too, I just don't know the exact form they'll take) I would like to entirely devorce them from shadow masters. What started as a clever easter egg has warped the function of the enchantment in a way that I think we've all grown past.

It is my intention that any recklessly summonable creature like that would fall under the same consent rules. Is this something we want to let Moon Mages do? Eh, maybe.

I've been mulling over ways to give sorcery more bite. I have a few ideas that I like, and this is on the list. That said, doesn't sorcery in justice = forbidden practices = social corruption? Or is that only being accused of necromancy specifically? I'm just starting to dip my toes into the justice system for a few other projects, so I don't have all those answers yet.

Now, speaking to Shadow Masters specifically, it is my intention that they will no longer be summonable by Moon Mages in the near future. Why is that you ask?

Because I have approval to revamp the shadow creatures after 3.0 -- they're in desperate need of it already and Magic 3.0 will make that even more the case (At the same time i'll be revamping the other Plane of Probability creatures, currently meaning nimbuses, to what they were always meant to be.). Aside from some sweeping bug fixes, this also means I plan to restore Shadow Masters to their proper place in the lore; Horrifyingly powerful creatures from the Plane of Probability that act as Generals for their lesser minions. Creatures so powerful that two of them were able to face down the combined forces of a several of the most powerful Moon Mages in existence, and nearly win.
