Hmm, a few clarifications -

Refining is a guarenteed process if you have the skill necessary, reasonably good and undamaged tools and don't accidentally skip any steps (such as using the bellows or turning the crucible). There is really no luck involved if you are observant and diligent with the craft.

I'd also remind you that refining is not always necessary. You can make mastercrafted items with "well-crafted" ingots and other ingredients. Anything beyond that is just a skill bonus that may or may not be needed. There is a price to be paid for perfection...

When I begin work on removing the rounding errors from mixing, I'll likely adjust the refining loss % to scale based on how close to 99 purity you were. Losing 20-50% of the ore to go from 98 to 99 purity is a bit excessive.
