So... I did some test runs with GM magic. I used a completely new mirror for every attempt, and a full pool.

Test #1: Current Code, No Destiny Cipher
- Bonds: 28
- Attempts: 500

Test #2: Current Code, Destiny Cipher
- Bonds: 30
- Attempts: 500

So clearly, something was wrong. I investigated, and found a fix.

Test #3: With Fix, Destiny Cipher
- Bonds: 60
- Attempts: 500

This fix is live in Plat and Prime. TF will follow in a few days.
