This is definitely a "case by case" basis sort of thing.

Our standing guideline is that unconsented PvP / harassment claims by Necromancer PCs have a much higher burden of proof. You, for example, should not be able to do something stupid like dare people to "do something about it" and then hide behind policy.

But when it comes to obvious attempts by other people to seek you out when you aren't bothering other people and make your life miserable? That's still worth a talking-to.
