"Permanently" is a big caveat to that. After all, spellcasting itself is a tiny act of disrupting mana.
Mana is more-or-less eternal (insofar as any natural force on Elanthia is), barring some extraordinarily powerful effort. Mana cannot be created or destroyed by mortal hands and even if you somehow depleted all the mana in a region or bent it away (no mean feat), it'd flow back into place the moment your spell dropped or your nerves were done smoking.
