It's a metaspell, you don't cast them they just unlock additional features of other spells.

Having weapon techniques does improve it, yes.

In 3.1 if the moons influence is particularly strong:

Your moonblade will be further improved. As a Monk you get that extra benefit starting at a weaker mana level from the moon. It has nothing to do with prep amounts.
