Ok, so looking into the issues brought up here I noticed that the spell window wasn't giving the same info the Guildleader usually does regarding whether a spell selection might be too hard to cast based on individual skills. So... Now it does. You can still learn a spell that you might not be able to cast based on your particular skills, but there's a nice big warning including what skill(s) would be good to train to make the spell a better choice.
